That thing looks like it's been on fire at least once. I'm not sure I'd put $4500 towards that, to be perfectly honest. I do really like the older Impalas, but I'm not sure there's much Impala left there.

I could see Gas Monkey Garage taking that and being able to do a full resto-mod on it, there isn't a whole lot in their way at this point, but for an individual to take on that kind of project without a shop to support them would be very risky business.
